NFL, players resume negotiations in Minneapolis (AP)

MINNEAPOLIS ? Joined by a handful of owners and players, NFL Commissioner Roger Goodell and NFLPA head DeMaurice Smith resumed talks Thursday aimed at ending the lockout with a new collective bargaining agreement.

The group met at a Minneapolis law firm with U.S. Magistrate Judge Arthur Boylan. The participants, including New York Giants owner John Mara and Indianapolis Colts center Jeff Saturday, declined comment as they arrived. The meetings were expected to continue Friday.

The latest round of negotiations between the two sides ? the fifth since they began hopping from city to city for clandestine meetings ? kicked off Tuesday with Goodell, Smith, their attorneys and staffs but no owners or players.

Joining the discussion Thursday were Mara and fellow owners Clark Hunt of the Kansas City Chiefs, Jerry Jones of the Dallas Cowboys and Robert Kraft of the New England Patriots. Saturday was accompanied by Kansas City Chiefs offensive lineman Brian Waters and Baltimore Ravens cornerback Domonique Foxworth.

The location is significant because Minneapolis is where the players have filed a still-pending federal antitrust suit against the owners and the sides tried and failed to strike an agreement through court-ordered mediation under Boylan.

The two power brokers spent part of Wednesday in Florida. Smith invited Goodell to an orientation session for NFL rookies ? put on by the players' association after the NFL canceled the event ? and the pair flew to Florida on Tuesday night. After a joint breakfast Wednesday, they talked for an hour with 155 rookies.

"We felt it was important to be down here with the players," Goodell said. "This is an important few days. We're going to get back to work."

Smith and Goodell certainly seem closer than when the lockout began March 12. Whether that will translate into a new deal is the big question. Training camps are scheduled to open in three weeks with the Hall of Fame exhibition game on Aug. 7.

Owners and players are seeking a deal that would divide revenues for the $9 billion business ? the biggest hurdle to clear ? and guide league activities for years to come. Goodell and Smith didn't have a direct answer when asked by the rookies when the impasse will end. Still, their joint appearance was seen as a positive sign.

"That's really the significance of this," NFL Players Association spokesman George Atallah said. "There's a lockout happening now, but we've got to look forward and consider the necessity to have a positive working relationship with the league."

Quarterback Christian Ponder, a first-round pick of the Minnesota Vikings, said Goodell urged the rookies to be ready, whenever the lockout is lifted.

"The biggest thing he hammered home is we really have no idea when this thing is going to end," Ponder said. "But us rookies have to prepare for it. It's going to end at some point. As rookies it's our job to be prepared. Yeah, we've missed some practices, but we can't change that."

Ponder added that players are "hurting for money right now."

"It's a crazy time, especially with the uncertainty of when we're going to start and get some money in our pocket," he said.

Smith said both sides are "continuing to work hard" to keep the 2011 season intact. He called the question-and-answer session with rookies "important to ensure our young men appreciated how important we think these few days are."

The legal fight includes a group of retirees led by Hall of Fame defensive end Carl Eller, who has been actively trying to secure better benefits and medical care from the league.

Eller and his attorneys were part of the court-ordered mediation sessions ? six days in all ? in Boylan's chambers in April and May, and Eller met with Goodell and some owners in Chicago earlier this month.

Shawn Stuckey, one of the attorneys for Eller's group, said the retirees have been disappointed to not be more involved, citing a ruling by U.S. District Judge Susan Richard Nelson that the two cases be combined.

"We're well within our rights to object and say these mediation sessions are not consistent with what Judge Nelson ordered," he said. "However, we feel one of the best ways to get a resolution is to let the active players reach a resolution, and then we can reach a resolution on our issues."

Stuckey indicated, however, that Eller's group doesn't want to be left out.

"If the active players and the league are serious about getting football under way soon, they've got to start negotiating with the retirees," he said.

AU slams Libya arms flow after French admission (AFP)

MALABO (AFP) ? The African Union has condemned the flow of arms into Libya after France admitted air-dropping weapons to rebels fighting to oust Moamer Kadhafi.

AU Commission chairman Jean Ping made the criticism on the eve of a two-day summit of African Union leaders trying to mediate an end to the four-month conflict as rebel fighters backed by NATO strikes advance on Tripoli.

"What worries us is not who is giving what," Ping said in Malabo, Equatorial Guinea, where the summit kicks off later Thursday.

"It is simply that these weapons are being given by all parties to all the other parties. These weapons are already reaching Al-Qaeda, drug dealers and traffickers. They will be used to destabilise African states and to kidnap tourists for whom you pay ransom," he said.

The arms deliveries could backfire on the governments who supply them.

"If these arms are found in the desert it is a problem for everybody, for you (Westerners) as well. The people who are being kidnapped (by terrorists) are Westerners," said Ping.

France acknowledged Wednesday it has been air-dropping weapons to Berber tribal fighters southwest of the capital, insisting the move was not in breach of a UN arms embargo as they were mainly light firearms to help civilians protect themselves.

Colonel Thierry Burkhard, spokesman for the French general staff, told AFP that France had become aware in early June that rebel-held Berber villages in the Nafusa mountains had come under pressure from Kadhafi loyalists after joining the revolt against the strongman's four-decade rule.

"We began by dropping humanitarian aid: food, water and medical supplies," he said. "During the operation, the situation for the civilians on the ground worsened. We dropped arms and means of self-defence, mainly ammunition."

Burkhard described the arms as "light infantry weapons of the rifle type" and said the drops were carried out over several days "so that civilians would not be massacred."

The French ambassador to the United Nations, Gerard Araud, said his country's delivery of arms to the rebels was not in breach of a Security Council resolution that established an arms embargo to Libya.

"We decided to provide self-defence weapons to the civilian populations because we considered these populations were under threat," he told reporters.

France's Le Figaro daily, citing a secret intelligence memo and well-placed officials, said the weapons were meant to help rebels encircle Tripoli and encourage a popular revolt in the city itself.

The crates contained assault rifles, machine guns and rocket-propelled grenades, it said, along with European-made Milan anti-tank missiles.

Britain's minister for international security strategy, Gerald Howarth, said London would not emulate France's move because that would raise "quite a few issues," including with the UN resolution that authorised military action in Libya.

The Security Council adopted Resolution 1970 in February and Resolution 1973 in March on the conflict in Libya. These resolutions imposed severe sanctions on the Kadhafi regime, notably the embargo of arms supplies to Libya and demanded the protection of civilian populations.

Article 4 of Resolution 1973 specified that allowances to the arms embargo can be allowed if in the interest of protecting civilians.

"We do think the United Nations resolutions allow, in certain limited circumstances, defensive weapons to be provided but the UK is not engaged in that. Other countries will interpret the resolution in their own way," said Howarth.

France has taken a leading role in organising international support for the uprising against Kadhafi's rule, and French and British jets are spearheading the NATO-led air campaign targeting his forces.

In Malabo, African heads of state tasked with finding a solution to the fighting met late into the night Wednesday after announcing at the weekend that Kadhafi had agreed to not take part in negotiations.

They were likely to insist on their roadmap out of the conflict after the summit opens at 0900 GMT, following AU criticism of the supply of arms and an international arrest warrant for Kadhafi, and complaints about the NATO air war.

The roadmap includes humanitarian aspects, a ceasefire, an inclusive and consensual transition and political reforms, African Union peace commission commissioner Ramtame Lamamra told AFP.

A delegation from the rebels' Transitional National Council, which has rejected talks unless Kadhafi quits, is also at the meeting.

The African Union's refusal to publicly back calls for the continent's longest ruler to step down is part of its diplomacy of persuasion that could be undermined by bold statements against him, a diplomat said.

But there is division among the delegates with some firmly backing the man who has funded many African causes, from conflicts to development, and held the rotating presidency of the African Union just two years ago.

Others say it is time for him to go. "He has to leave. No one wants to say it because he has financed more than one of them," said a member of one delegation on condition of anonymity.

Analysis: Life saving lung cancer test to set off cost debate (Reuters)

NEW YORK (Reuters) ? A landmark study showing that routine lung screening of heavy smokers and former smokers using low dose CT scans could save thousands of lives is sure to set off a fierce debate about the cost of such testing on an overburdened healthcare system.

The U.S. National Cancer Institute studied more than 53,000 people between the ages of 55 and 74 deemed at high risk of developing lung cancer. It found that screening with the three-dimensional X-rays cut deaths by 20 percent.

Details of the study and a discussion of its implications were published on Wednesday in the New England Journal of Medicine, lending additional weight to initial findings that were released in November.

The discussion noted that radiologists using more advanced CT equipment than was available for the study could lead to an even larger reduction in lung cancer deaths. At the same time, the potential for many more false positive results could rise.

Some cancer experts say the results demand CT screening for high risk individuals become the standard of care.

"With this large a study that was so carefully done, it becomes the gold standard and it should become practice," said Dr. Stan Gerson, director of the Seidman Cancer Center at the University Hospitals Case Medical Center in Cleveland.

Lung cancer is by far the leading cancer killer in the United States, with more than 157,000 deaths annually. Caught early, it can be cured surgically, but it is typically not diagnosed until it has spread. Only about 15 percent of lung cancer patients live 5 years or more.

Gerson's hospital began such screenings this month at a reduced rate of $99 while it is not yet covered by insurance.

He and other doctors face an uphill battle to convince government programs and health insurers to pay for routine testing of millions of people, just as they try to rein in ballooning costs.

"Before public policy recommendations are crafted, the cost effectiveness of low dose CT screening must be rigorously analyzed," the New England Journal article said. The cost includes not just screening, but also the expense of diagnostic follow-up and treatments.

It said some 7 million people in the United States would qualify for screening based on the trial criteria, out of 94 million current and former smokers and many more exposed to secondhand smoke.

NEW SCREENING GUIDELINES

Dr Bruce Johnson of the Dana Farber Cancer Institute in Boston and a member of the American Society of Clinical Oncology's (ASCO) board of directors said the organization is examining the most appropriate way to implement the findings.

ASCO is working with the National Comprehensive Cancer Network, the American Cancer Society and the American College of Chest Physicians to come up with clinical practice guidelines "in a matter of months," Johnson said.

"We think this is going to change the paradigm," he said. "Personally, based on what was released, if a family member or loved one fit the study criteria I would have recommended to them that they get a screening CT scan."

"If you were to implement this in a broad population it's very expensive," Johnson admitted. "In a setting of infinite resources it absolutely should be offered."

But the debate over who will shoulder the financial burden of millions of tests that currently cost about $300 to $500 each may rage long after the new guidelines are issued.

"Lung cancer kills more people than breast cancer, prostate cancer and colon combined and they all have routine screening," said Dr Michael Brant-Zawadzki, from Hoag Memorial Hospital in Newport Beach, California, and an adjunct clinical professor of radiology at Stanford University who was not involved in the study.

The cost and value of routine screening for all three of those cancers have been hotly debated and all were deemed to be worthy of coverage by Medicare and health insurers.

Brant-Zawadzki said the National Lung Screening Trial had an extremely high threshold to prove the life-saving value of CT screening.

Subjects in the study received either three annual CT scans or standard chest X-rays and were followed for eight years to yield the results.

"The trial unabashedly, definitively proved it saves lives way more than mammography has proved it saves lives," he said. "So the real debate is how much are we willing to spend to save lives in a population that we know we can save lives in. It may take an act of Congress that makes this decision."

There is little consensus among healthcare providers over whether the life-saving CT screening could ultimately save healthcare costs down the road.

Gerson believes that early detection, followed by surgery, would save the costs now paid for patients diagnosed when the disease is more advanced, including dozens of medical visits within a year and expensive drugs.

Brant-Zawadzki, while fiercely advocating for CT screening, said it can only raise healthcare costs. He said because lung cancer is usually diagnosed late and most patients die within five years, it is currently one of the least expensive major cancers in terms of overall cost.

Johnson said it was extremely difficult to know what the ultimate burden on the system might be.

"When you do something that makes people live longer you potentially add more healthcare costs because the people live a long time," he said.

But there is one lung cancer strategy on which all interested parties are in complete agreement.

"By far the most effective cost benefit is doing everything we can to get people to not start smoking and getting people who are smoking to quit," Johnson said.

Max Lee over at Galaxy Tab Hacks created the video below to demonstrate a Samsung Galaxy Tab 10.1 running Ubunbu, but doing it on top of Android such that the tablet's native OS is running Linux in the background and then using a VM client to launch the UI. In other words: it's running both operating systems at once, and despite that we think the results are quite usable, even loading up this very website with aplomb. Minogue blames traffic for late show in Indonesia (AFP)

JAKARTA (AFP) ? Australian pop diva Kylie Minogue has blamed Jakarta's notorious traffic jams for her late showing at a concert in the Indonesian capital.

Her promoters said Tuesday the singer took a helicopter to the show Monday on the outskirts of Jakarta but her crew was stuck in traffic and the show had to be delayed by 30 minutes.

"Kylie Minogue's concert started about half an hour late because of the traffic congestion on the toll road," MP Entertainment marketing personal Rosana Wahyuni said.

Not that it mattered too much -- Wahyuni said some of the 5,000 concert-goers also came late to see "The Show Girl Returns -- Kylie Minogue's Aphrodite Tour 2011".

"A few of the concert-goers arrived after the show ended," Wahyuni said.

Jakarta is known for its poor public transport and extreme traffic congestion, the result of decades of rapid growth, corruption and poor planning.

Business and political leaders often take helicopters to meetings, while even relatively low-ranking Indonesian officials get around with traffic police escorts.

IASI, Romania (AFP) ? Descendants of Jews killed during the Iasi pogrom in Romania joined survivors Tuesday in ceremonies marking the 70th anniversary of one of the single worst Holocaust atrocities.

At the Iasi Synagogue, Romania's oldest, mourners inaugurated an obelisk as a monument to thousands killed on the orders of the then pro-Nazi regime led by Ion Antonescu, with the complicity of German troops.

"Nobody, nowhere can find an excuse nor a justification for what happened in Iasi", Romanian president Traian Basescu said in a message.

Between 13,000 and 15,000 Romanian Jews out of 45,000 living in the city of Iasi at the time, were murdered on the streets and asphyxiated in "death trains" between June 28 and July 6, 1941, according to historians.

"The Iasi pogrom as well as the tragedy of the Holocaust as a whole is a shocking chapter of Romania's history and should force us to assume our responsibilities for the serious errors committed in the past", said Basescu.

Paul Shapiro, director of the Centre for advanced studies at the Holocaust museum in Washington told an audience in Iasi this had been "one of the most infuriating massacres" committed during World War II.

"The Iasi pogrom is very important in the history of the Holocaust. It is a mass killing that takes place in the view of the public," Shapiro told AFP.

"So this established for the Romanians and for the Germans as well the fact that it was possible to murder people in front of their neighbours."

The method was later used elsewhere in Eastern Europe during World War II, from Ukraine to Belarus, he said.

"I do not think anyone can imagine the horror of what happened," Leizer Finchelstein, 88, one of the few survivor of the pogrom told AFP. He was 17 when he was forced out of his home.

"I saw lots of bodies in the streets of Iasi, lots of blood in the gutter," he said.

Finchelstein was crammed with hundred of others into a train carriage. Doors were locked from the outside, all small windows and cracks were sealed and the summer heat was unbearable.

"People died like flies."

Finally, Finchelstein was carried out of the train in a village 20 kilometres from Iasi, Podu Iloaiei. There he had to bury those who had died.

"It is such a sad feeling to see this pastoral landscape, so beautiful, and then to see the mass graves where our relatives are buried", Naomy Almog, a retired Israeli teacher told AFP. She came especially for the ceremonies as her two uncles died in the pogrom.

"In these mass graves, people rest without name. For decades, Romania did not recognise fully the extent of the tragic events in Iasi," added Alexandru Florian, director of the Elie Wiesel Institute for the Holocaust in Romania.

Calling for "eternal vigilance", the American ambassador to Romania, Mark Gitenstein, said "every infringement of liberty" could contribute to a climate of violence in the long term.

Between 280,000 and 380,000 Romanian and Ukrainian Jews died in the Holocaust in Romania and territories under its control, according to an international commission of historians headed by Nobel Peace Prize laureate Elie Wiesel, himself a Romanian-born Jew.

The first written mention of a settlement at Olomouc is almost 1000 years ago when the Kosmas Chronicle described a fortified castle watching over the important Morava river ford on the road between Krakow and Prague. Between 16th and 19th centuries, Olomouc served as a strategically important fortress. The city today is the seat of the regional government, the Moravian archbishopric and the oldest university in Moravia, Palacky University (Universita Palack?ho).

Legend claims that the city was founded by Julius Caesar. It?s unlikely that Caesar actually visited in person, but it is known that the city was originally a Roman military camp with the name Julii Mons (Julius? Hill). This name was gradually corrupted to its present form, Olomouc ? which is pronounced ?Olo-mowts?. The Roman influence is a proud heritage of the city, and manifests itself in numerous areas.

Olomouc is doubtless the undiscovered gem of the Czech Republic. It is home to countless beautiful buildings, great culture (home of the Moravian Philharmonic Orchestra), and hundreds of unique restaurants, bars, and pubs. Olomouc is totally off the radar of most tourists, feeling quietly normal and relaxed even on a nice day in July.

As the home to Palacky University, Olomouc is the country?s largest student city by percentage of population. Palacky University is one of the largest and most prestigious universities in the country and only Charles? University in Prague has a longer history. During the academic year, the population of the city is increased by roughly 20,000 students, giving the city a vibrant feeling of life and energy. This is important to remember if you want to enjoy the thriving nightlife of the city ? many bars and clubs depend on the student population and close for the summer vacations.

Olomouc has been the seat of the Catholic Archbishop for almost 1,000 years, and thus has some of the most beautifully decorated churches in Central Europe ? though they will not appear in many travel guides.

Olomouc is an exploring sightseer?s paradise. A good place to begin is the main square (Horn? n?mest? or ?Upper Square?), with its huge Town Hall and the Holy Trinity Column (the largest column in Europe), which was enscribed on the UNESCO World Heritage List in 2000. It is the second largest historical square in the Czech Republic. Don?t miss the astronomical clock on the Town Hall. It is said to once have rivalled the beauty of Prague?s, but was seriously damaged in the WWII and then rebuilt and repainted at the beginning of the Communist regime to reflect worker?s values.

The Upper Square (Horn? n?mest?) is the main square of Olomouc, a beautiful place full of history where you can find some of the most important monuments:
The baroque Holy Trinity Column was built in the early 1700?s and consecrated by the Empress Marie Theresa in 1754. With a height of 35 metres, it has dominated the Upper Square (Horn? n?mest?) ever since and was added to the UNESCO list of World Cultural Heritage in the year 2000. The column features sculptures of the Holy Trinity (predictably), the assumption of the Virgin Mary, all twelve apostles, three virtues and the most important saints of the Baroque period. The base of the column contains a small chapel with amazing acoustics and the raised pedestal is a very nice place to sit and eat lunch. It is one of the traditional rendezvous points in the city.

The renaissance Olomouc Town Hall occupies the centre of the main square (Horn? n?mest?). Its halls and chapel are accessible on guided tours and it?s possible to climb the tower each day at 11AM and 3PM. The ground floor of the town hall houses a gallery, restaurant and the tourist information office. Ask in the office if you are interested in the guided tour and climbing the tower. On the north face is one of only two astronomical clocks in the country. On the west side, there is the Hygieia fountain from 1945, one of the many fountains in the city.

Burroughs, the legendary Beat writer who lived in South Texas in the late 1940s. He?s formed his own opinion on the region after living here for several years.

?It?s not exactly America,? he said. ?It?s kind of it?s own little country.?

The Observer?s prize comes on the heels of his first book, Short Bus, a collection of his original short stories published earlier this year by the Texas Review Press.

To varying degrees, much of Carr?s dark, witty fiction is rooted in reality.

In ?Short Bus,? the book?s title story, a special-education teacher ?with his own disabilities? takes his students on a trip to rob a bank. Carr himself worked with special-ed children at McAllen?s Nikki Rowe High School. ?a lot of it is drawn from real life, probably too much,? he said, but it?s ?pushing reality beyond the point where it could go.?

Carr is currently working on a second book, tentatively titled Vampire Conditions, which he hopes to have finished by the end of the summer.

The book will deal with the untimely death of his older brother, whose body was found in a burnt-out car 10 years ago. It?s a subject Carr is only now ready to face in his writing.

?I didn?t know how to do it in a way that wasn?t syrupy and annoying,? he said. this summer will be ?Carr?s last in the Valley. He and his family are relocating to Victoria, where he will teach at the University of Houston-Victoria.

Hopefully I won't jinx myself by writing this here, but I've never fallen off my bike as an adult. When I tell this to experienced cyclists, their reaction is usually "Oh, that's not good. You need to get used to falling." The idea being that, if I have no concept of falling - and more importantly, of how to fall "correctly" - then when it actually happens (the use of "when" instead of "if" is in itself alarming), it's going to be bad. I've been given advice such as to go out and practice falling on some grass, but honestly I cannot imagine doing that unless someone holds a gun to my head... and even then, I'd probably be trying to talk my way out of it!

What exactly scares me about falling I don't know. I don't have a fear of pain, so that's not it (I sat though an emergency root canal without novocaine yesterday, which was honestly not so bad!). Maybe I have a strong self-preservation instinct, and the physical sensation of the fall triggers it. Either way, when I am told that a specific behaviour - like learning to ride clipless - is pretty much guaranteed to make me fall multiple times, I am highly motivated to avoid that behaviour.
