EU clinches deal to cap bankers' bonuses

BRUSSELS (Reuters) - A new cap on bankers' bonuses agreed overnight in Brussels was hailed by its supporters as a breakthrough to rein in the financial sector, but dismissed by critics as a reckless move that would drive bankers abroad or force up their base pay.

Bankers in Europe could be barred from receiving bonuses equal to more than their base salaries as soon as next year, following agreement in Brussels on Thursday. Shareholders would be allowed to vote to raise the cap to double base pay, but no higher.

The cap has been somewhat softened by allowing banks to discount future values of shares, options, bonds or other non-cash payments paid out over a number of years, but nevertheless amounts to the toughest limit of its kind in the world.

The rules would apply to Europe-based employees of any bank, as well as to staff of European banks wherever they are based. That means a Deutsche Bank employee working in New York or Tokyo would be subject to the limits, as would a Goldman Sachs banker posted to London, although that provision may later be reviewed.

"There will be no exceptions," said Othmar Karas, the Austrian lawmaker who helped negotiate the deal. "It goes for all banks inside and outside the European Union and for all foreign banks inside the European Union."

The cap addresses public anger at what many European politicians describe as rampant greed in the financial sector. Many people on the continent blame huge bonuses for encouraging bankers to take outsized risks that caused the 2008 financial crisis, when banks had to be bailed out with public funds.

Banks argue that without big bonuses they will be forced to increase base pay to keep staff, raising their fixed costs and making it more difficult to manage their businesses.

"If the cap is implemented, it could result in significantly more complex pay structures within banks as they try to fall outside the restrictions to remain competitive globally," said Alex Beidas, a pay specialist with the law firm Linklaters.

The cap could also deepen the rift between Britain - home to the EU's financial capital - and the EU at a time when Prime Minister David Cameron has accused Brussels of meddling too much in domestic affairs and promised a referendum on Britain's membership in the 27-member bloc.

The backing of a majority of EU states is needed for the deal to be finalized, so Britain would not be able to block it alone. Still, one member of the European Parliament privately signaled that the deal could yet change, pointing to the "reservations" of some EU countries.

The limit on bankers' pay, set to enter EU law as part of a wider overhaul of capital rules aimed at making banks more stable, will be popular on a continent struggling to emerge from the ruins of the financial crisis.

But it represents a setback for the British government, which had long argued against such absolute limits. The City of London, with 144,000 banking staff and 700,000 people working in financial and professional services, will be hit hardest.

"The United Kingdom is not happy," one European parliament lawmaker said privately. British officials did not immediately comment.

In London's Canary Wharf, where many of the globe's biggest banks have offices, finance professionals were skeptical.

"ANTI-CAPITALIST"

"It's anti-capitalist," said Colin Ellis, who works in the technology division of a bank. "If you have a grocer and he sells loads of fruit, he gets to keep it (the money). When a guy on a trading desk makes loads of money, he deserves to have it."

Some disagreed. "There is a huge disparity between what senior managers and junior members get and I don't see anything wrong with a cap," said Jose, a 25-year-old who works for a bank but declined to give his second name.

Ireland, which holds the rotating EU presidency and helped negotiate the deal, will now present it to EU countries. Irish Finance Minister Michael Noonan said he would ask his peers to back it at an EU ministers' meeting on March 5 in Brussels.

Other measures in the package, including moves to force banks to provide more information about the assets they own, remain unresolved.

Thursday's agreement will also require banks to outline profits and other details of their operations on a country-by-country basis, and they face a 2019 deadline to raise their core capital levels.

The change in the law is set to be introduced as part of a wider body of legislation, known as Basel III, which demands that banks set aside roughly three times more capital and build up cash buffers to cover the risk of unpaid loans.

Some experts have criticized the EU for failing to stick to all the provisions set out in the Basel III agreement, which was drawn up by regulators after the financial crash.

A ceiling on bonuses, the only one of its kind globally, is perhaps the most radical aspect of the new rules, and runs the risk of establishing an uneven global playing field that could put European banks at a disadvantage in attracting staff.

Udo Bullmann, a German member of parliament involved in the negotiations, said the deal was "revolution in a sector that didn't have rules any more".

But many think the reforms will do little to lower pay in finance, where headhunters say some annual packages in London approach 5 million pounds ($7.6 million).

An earlier attempt to limit bankers' pay with an EU law forcing financiers to defer bonus payments over up to five years merely prompted lenders to increase base salaries.

But supporters of the latest measure say it would be harder for banks to raise base pay this time around because of the higher capital standards that increase their costs and limit how much of their revenue they can pay out to staff.

Hedge funds and private equity firms will be excluded from the curbs, although they face restrictions on pay later this year under another EU law.

It could mean an end to the annual bonus frenzy in London, when newspapers are full of stories of bankers splurging on champagne, and it could affect the wider British economy.

About 27 billion pounds ($41 billion) of bonuses have been spent over the past decade on real estate in the British capital, according to data compiled for Reuters by property firm Savills.

"This could push British political opinion and opinion in the City of London several notches more hostile to the EU than it is already," said Charles Grant of the Centre for European Reform think-tank.

The restrictions planned by Brussels may nonetheless be overtaken by events in an industry where slack activity has already driven down most bonuses to twice salary or lower.

Having peaked in 2008 at 11.5 billion pounds ($17.4 billion), the bonus pool in London fell to 4.4 billion pounds last year, according to research by the Centre for Economics and Business Research. It predicts that pool will be just 1.5 billion pounds this year and fall further in the future.

On Wall Street, by contrast, the securities industry's bonus pool was expected to total $20 billion last year, with the average cash bonus rising an estimated 9 percent to almost $121,900, New York state's comptroller said this week.

A bonus cap there still looks unlikely.

"There are some in the U.S. who will think it's a good idea to do the same," said Nicolas Veron, the Peterson Institute for International Economics think tank in Washington. "But the mainstream here would say that regulating pay is going to be circumvented by the banks and will ultimately hurt the economy."

?Please welcome the unstoppable Adele,? actress Jennifer Lawrence said ? and that introduction was apt. Backed by a string section and dozens of backup singers, Adele?s debut performance of ?Skyfall? reestablished why the James Bond theme was nominated for Best Original Song.

Just two days prior at rehearsal, the British singer commented that the Dolby Theatre ?might need to get a new reverb machine.? Prior to her performance, the Academy paid tribute to 50 years of James Bond films with a scenes montage and a show-stopping set by Shirley Bassey, the woman responsible for the franchise?s founding themes. But as ?Skyfall? slowly built to a crescendo, Adele appeared completely calm and collected as she exercised remarkable control of every smoldering note.

About 30 minutes after her performance ended, the cast of Chicago announced the Best Original Song winner: ?Skyfall,? of course. Adele started to say her thanks, but as soon as she faced producer and co-writer Paul Epworth, she started to tear up. She may be unstoppable, but clearly she?s still grateful.

(AP) ? Italy's crucial elections appear to be heading toward gridlock, initial results show, with the center-left forces of Pier Luigi Bersani headed toward victory in the lower house of Parliament and the camp of former premier Silvio Berlusconi gaining the upper hand in the equally powerful Senate.

The upstart protest campaign of comic-turned-politician Beppe Grillo was also showing a stunningly strong result in both houses of the legislature, confirming its surprise role as a force in Italian politics.

The unfolding murky result bode badly for the nation's efforts to pass the tough reforms it needs to snuff out its economic crisis and tame nervous markets. After rising in the wake of initial exit polls, Milan's main stock index has turned southward with the first official projections.

Fidel Castro makes surprise parliament appearance

HAVANA ? Retired Cuban leader Fidel Castro made a rare public appearance Sunday by joining the opening session of the National Assembly, state media reported amid speculation the gathering could give clues on planning for a future leadership succession.

Since falling ill in 2006 and ceding the presidency to his brother, Fidel Castro has given up all official positions except as a deputy in the National Assembly. At Sunday's session, he took his seat beside brother President Raul Castro, only the second time he has graced the assembly chambers since his illness and the first since 2010.

Fidel Castro's surprise appearance added to expectations, fueled by his brother, that the usually routine session might shed light on future leadership of the communist-run nation.

In a back and forth with reporters on Friday, Raul Castro joked about his eventual retirement and urged them to pay attention to Sunday's conclave, which is closed to foreign journalists.

"I'm going to turn 82; I have a right to retire already," he said. "You don't believe me? Why are you so incredulous?" he said.

The 612 deputies, who were elected in an uncontested vote February 3, named a new 31-member Council of State with Raul Castro as president, despite his quip.

The National Assembly meets for just a few weeks each year and delegates its legislative powers between sessions to the Council of State, which also functions as the nation's executive through the Council of Ministers it appoints.

Governments, Cuba watchers and Cubans were watching to see if any new, and younger, faces among the Council of State members, in particular its first vice president and five vice presidents, with an average age over 70.

Miguel Diaz-Canel, a 52-years old electrical engineer and university professor who is a rising star on Cuba's political scene, was named first vice president of Cuban Council of State and first vice president of Cuban Council of Ministers, hinting at some, relatively young, new blood for the future.

Esteban Lazo, member of the political bureau of the Community Party and vice president of the Council of State, 68, was named parliament president Sunday to replace a retiring Ricardo Alarcon, who served for 20 years.

The new government is almost certain to be the last headed up by the Castro brothers and the generation that has ruled Cuba since they swept down from the mountains in the 1959 revolution that led to a long-running feud with Washington.

Raul Castro, 81, would begin his second term on Sunday, theoretically leaving him free to retire in 2018, aged 86.

Eighty percent of the parliament's 612 members, with an average age under 50, were born after the Revolution.

Raul Castro, who officially replaced his ailing brother as president in 2008, has repeatedly called for senior leaders to hold office for no more than two, five-year terms.

"Although we kept on trying to promote young people to senior positions, life proved that we did not always make the best choice," Castro said at a Party Congress in 2011.

"Today, we are faced with the consequences of not having a reserve of well-trained replacements....It's really embarrassing that we have not solved this problem in more than half a century," he said.

The 2011 party summit adopted a more than 300-point plan to "update" Cuba's Soviet-style economic system, designed to transform it from one based on collective production and consumption to one where individual effort and reward play a far more important role.

Across-the-board subsidies are being replaced by the country's first comprehensive tax code and targeted welfare.

Fidel Castro, these days referred to as the "historic leader of the revolution," is no longer seen as wielding real power, but he has maintained a public presence through his writings, meetings with important visitors and rare appearances.

Acer intros its first Androidpowered monitor, the Smart Display DA220HQL

Android-powered monitors / all-in-ones aren't exactly a novel concept, but it's definitely a new frontier for Acer. The company is just dipping its toes into the space with the Smart Display DA220HQL, which it's showing off here at Mobile World Congress. If you've never heard of such a thing, Acer is hoping you'll use as a kitchen PC, or as an external monitor for keeping an eye on things like email.

The 21.5-inch, 250-nit, 1080p panel makes use of VA technology (like some other Acer monitors, actually), which provides viewing angles on par with IPS. Which is to say, they're wide, and colors stay vibrant regardless of whether you're standing off to the side or you've got the screen pushed down at a near-flat angle. As far as connectivity goes, you've got three USB ports, as well as micro-HDMI for hooking this up to your PC. There's also an Ethernet jack, a microSD slot supporting 32GB cards and a 1.2MP front-facing camera if you want to use Skype or some other app for video calls.

As you can see in the gallery and in that main shot up there, this is mostly clean Android, which isn't a surprise since Acer isn't known for saddling its tablets and phones with heavy skins. Still, like recent Iconia Tabs we've tested, it has the Acer Ring UI for quickly launching apps. Even then, it's easy enough to ignore if you're not into it. On the inside, you've got a dual-core 1GHz TI OMAP 4428 CPU and 8GB 1GB of RAM to keep performance hopping, which is plenty -- this is, after all, a mobile OS we're talking about, even if it does live inside what appears to be an all-in-one PC.

Other design notes: that speaker grille up front has a funky circular pattern, which we're not really digging. But hey, to each his own. We do appreciate the relatively narrow bezel, though the backside and front face have a few too many glossy bits. Even so, it's a nicer design than what ViewSonic had to show at CES. (Besides, how many people are going to see your monitor's rear end anyway?) As far as availability goes, we so far know this will hit Europe in March for 399 euro. It's said to be US-bound, too, though no word on pricing. For now, we've got some hands-on shots below for your viewing pleasure.

Park faces North Korea nuke crisis as she takes office as South Korea's 1st female president

SEOUL, South Korea - Even before she takes office Monday as South Korea's first female president, Park Geun-hye's campaign vow to soften Seoul's current hard-line approach to rival North Korea is being tested by Pyongyang's recent underground nuclear detonation.

Pyongyang, Washington, Beijing and Tokyo are all watching to see if Park, the daughter of a staunchly anti-communist dictator, pursues an ambitious engagement policy meant to ease five years of animosity on the divided peninsula or if she sticks with the tough stance of her fellow conservative predecessor, Lee Myung-bak.

Park's decision is important because it will likely set the tone of the larger diplomatic approach that Washington and others take in stalled efforts to persuade North Korea to give up its nuclear weapons ambitions.

It will also be complicated by North Korea's warning of unspecified "second and third measures of greater intensity," a threat that comes as Washington and others push for tightened U.N. sanctions as punishment for the Feb. 12 atomic test, the North's third since 2006.

That test is seen as another step toward North Korea's goal of building a bomb small enough to be mounted on a missile that can hit the United States. The explosion, which Pyongyang called a response to U.S. hostility, triggered global outrage.

Park has said she won't yet change her policy, which was built with the high probability of provocations from Pyongyang in mind. But some aren't sure if engagement can work, given North Korea's choice of "bombs over electricity," as American scientist Siegfried Hecker puts it.

"Normalization of relations, a peace treaty, access to energy and economic opportunities ? those things that come from choosing electricity over bombs and have the potential of lifting the North Korean people out of poverty and hardship ? will be made much more difficult, if not impossible, for at least the next five years," Hecker, a regular visitor to North Korea, said in a posting on the website of Stanford University's Center for International Security and Cooperation.

As she takes office, however, Park will be mindful that many South Koreans are frustrated at the state of inter-Korean relations after the Lee government's five-year rule, which saw two nuclear tests, three long-range rocket launches and attacks blamed on North Korea that killed 50 South Koreans in 2010.

Park's policy calls for strong defense but also for efforts to build trust through aid shipments, reconciliation talks and the resumption of some large-scale economic initiatives as progress occurs on the nuclear issue. Park has also held out the possibility of a summit with new North Korean leader Kim Jong Un.

Much is riding on Park's conclusion.

"The overall policy direction on North Korea among the U.S., Japan and South Korea will be hers to decide," said Victor Cha, a former senior Asia adviser to President George W. Bush. "If Park Geun-hye wants to contain, the U.S. will support that. But if Park Geun-hye, months down the road, wants to engage, then the U.S. will go along with that too. "

Engagement by Park would provide a sharp contrast with the rule of her father, Park Chung-hee, whose antipathy toward Pyongyang during his 18-year rule in the 1960s and `70s prompted a failed attack on the Blue House by 31 North Korean commandos in 1968. In 1974, Park's wife was shot and killed by a Japan-born Korean claiming he was acting on assassination orders by North Korea founder and then leader Kim Il Sung.

Critics say Park Geun-hye's North Korea policy lacks specifics. They also question how far she can go given her conservative base's strong anti-Pyongyang sentiments.

But Park has previously confounded ideological expectations. She travelled to Pyongyang in 2002 and held private talks with the late Kim Jong Il, the father of Kim Jong Un, and her gifts to Kim Jong Il are showcased in a museum of gifts to the North Korean leaders. During the often contentious presidential campaign, she responded to liberal criticism by reaching out to the families of victims of her father's dictatorship.

She said in her 2007 autobiography that she visited Pyongyang because she thought her painful experiences with the North made her "the one who could resolve South-North relations better than anyone else." She also wrote that Kim Jong Il apologized for the 1968 attack.

"I don't think this latest spike in the cycle of provocation and response undermines her whole platform of seeking to somehow re-engage the North," said John Delury, an analyst at Seoul's Yonsei University. North Korea wants a return of large-scale aid and investment from South Korea.

Before the election, Pyongyang's state media repeatedly questioned the sincerity of Park's engagement overture. Since the election, however, although regular criticism of Lee as "human scum" continues, the North's official Korean Central News Agency hasn't mentioned Park by name, though her political party is still condemned.

Pyongyang sees the nuclear crisis as a U.S.-North Korea issue, Delury said. "From a North Korean mindset, ramping up the tension and hostility with the U.S. does not equal jettisoning relations with the South."

Park may take a wait-and-see stance in coming months.

A possible positive turning point could come if North Korea resists tests or launches during April, when it celebrates two state anniversaries ? Kim Il Sung's birthday and the army's founding anniversary ? according to analyst Hong Hyun-ik at the private Sejong Institute in South Korea. Pyongyang conducted a failed long-range rocket launch during last year's celebrations.

Hong predicts that the United States will seek nuclear talks with North Korea in a few months, something that could help Park's efforts to engage North Korea.

"The nuclear test sets back and complicates but does not necessarily doom her engagement efforts over the long term," said Ralph Cossa, president of Pacific Forum CSIS, a Hawaii-based think tank.

Park warned after the test that North Korea faces international isolation, economic difficulties and, eventually, a collapse if it continues to build its atomic program. She also pressed Pyongyang to respond to her overtures.

"We can't achieve trust with only one side's efforts. Isn't there a saying that `We need both hands to make a clapping sound?'" she said.

Notre Dame football: Eifert shines in Combine tests

On a day when former Notre Dame teammate Manti Te'o made headlines off the field, tight end Tyler Eifert made waves on it.

The Irish All-American was consistently among the leaders in his position group in all of the physical testing Saturday at the NFL Scouting Combine at Lucas Oil Stadium in Indianapolis.

"I think with the tight ends, the day belonged to Tyler Eifert," analyst Mike Mayock said during the NFL Network's telecast of the event on Saturday.

He added that the 6-foot-5 1/2, 250-pound Eifert added to his chances of being a first-round draft choice. The NFL Draft is set for April 25-27 in New York.

Eifert had the fourth-fastest time in the 40-yard dash (4.68 seconds) among the tight end prospects and tied for third in his position group with 22 reps at 225 pounds in the bench press. By comparison, Alabama offensive tackle D.J. Fluker, a projected first-rounder, did 21 reps.

Eifert had the best time among tight ends in the three-cone drill (6.92 seconds); was second in the vertical leap (35.5 inches), standing broad jump (11 feet, 11 inches) and the 60-yard shuttle; and third in the 20-yard shuttle (4.32 seconds). His numbers, in all but one category, topped another high-profiled tight end prospect, Zach Ertz, of Stanford.

Eifert is one of eight Notre Dame players who were invited to this year's combine, the 27th annual. Offensive linemen, tight ends and special teams players went through the physical testing Saturday.

Former Irish running backs Cierre Wood and Theo Riddick move into the spotlight Sunday, when the running backs and wide receivers take their turns.

Te'o, who Saturday addressed the girlfriend hoax with the media, will have his shot on the field on Monday.

Center Braxston Cave, a weightroom warrior, did not participate in the bench press on Saturday but performed in most of the other drills. The Penn High product's time in the 40 was 5.33 seconds. Fluker ran a 5.31.

Players who were not invited to the combine or those who want to improve their combine performances will have that chance at Notre Dame's Pro Day, March 26 at the Loftus Center.

In rich and poor nations, giving makes people feel better than getting, research finds

Feb. 21, 2013 ? Feeling good about spending money on someone else rather than for personal benefit may be a universal response among people in both impoverished countries and rich nations, according to new research published by the American Psychological Association.

"Our findings suggest that the psychological reward experienced from helping others may be deeply ingrained in human nature, emerging in diverse cultural and economic contexts," said lead author Lara Aknin, PhD, of Simon Fraser University in Canada.

The findings provide the first empirical evidence that "the warm glow" of spending on someone else rather than on oneself may be a widespread component of human psychology, the authors reported in the study published online in APA's Journal of Personality and Social Psychology.

Researchers found a positive relationship between personal well-being and spending on others in 120 of 136 countries covered in the 2006-2008 Gallup World Poll. The survey comprised 234,917 individuals, half of whom were male, with an average age of 38. The link between well-being and spending on others was significant in every region of the world, and it was not affected by other factors among those surveyed, such as income, social support, perceived freedom and perceived national corruption, the study said.

The results were similar in several experiments the researchers themselves conducted with participants in wealthy and poor countries. For one analysis, they compared responses from 820 individuals recruited mostly from universities in Canada and Uganda. The participants wrote about a time they had either spent money on themselves or on others, after which they were asked to report how happy they felt. They were also asked if they spent money on another person to build or strengthen a relationship. People who remembered spending money on someone else felt happier than those who recalled spending money on themselves, even when the researchers controlled for the extent to which people built or strengthened a relationship, according to the study.

The researchers obtained the same results when they conducted an online survey of 101 adults in India. Some respondents were asked to recall recently spending money on themselves or someone else, while others were tested for their happiness level without recalling past spending. Those who recalled spending on someone else said they had a greater feeling of well-being than those who remembered spending on themselves or those who weren't asked about spending.

In another experiment, 207 university students in Canada and South Africa reported higher levels of well-being after purchasing a goody bag for a sick child rather than buying one for themselves. Both groups went to labs where they were given a small amount of money and told to buy a bag of treats for themselves or one for a child at a local hospital.

"From an evolutionary perspective, the emotional benefits that people experience when they help others acts to encourage generous behavior beneficial to long-term human survival," said Aknin.

LOS ANGELES (KTLA) ? Two officers who were being protected by the LAPD during Christopher Dorner?s alleged rampage spoke about being potential targets at a news conference Tuesday.

?For the first two to three hours I was in disbelief,? Sergeant Emada Tingirides said with her husband, Captain Phil Tingirides by her side.

?When you get a phone call and they tell you that somebody?s after your family, and within a very short distance of your home. They?ve already killed somebody else?s daughter. It made me sick to my stomach.? said Capt. Tingirides.

Between them, the couple have six children.

?We?d go in the garage and just cry, because we didn?t want our kids to see the anguish and the hurt that we were feeling,? said Emada Tingirides.

Phil Tingirides chaired the police disciplinary panel that recommended Chris Dorner be fired from the LAPD back in 2009.

Dorner blamed Tingirides for that and named him in his manifesto.

?Never ever did I think that somebody would go to this extent in their rage over the discipline that was handed out to them,? Phil Tingrides told the media.

The Tingirides family lived under 24-hour police protection for six days.

Oddly enough, they were offered a chance to get away from their home and stay in Big Bear, where Dorner eventually turned up.

The family says they spent most of their time in their home playing board games and not watching TV coverage of the Dorner manhunt.

A Virginia-based cybersecurity firm Mandiant says the?Chinese military is responsible for a string of recent cyber-attacks, including several on news sites, according to CNN. The firm has studied the group of hackers, know as the "comment crew," over the past six years. Mandiant claims the activity of this group can be traced to four networks near Shanghai, with some taking place at the location of a secret branch of China's military.

A report by Mandiant called the attacks cyber-espionage, and said they believe large amounts of intellectual property have been stolen during the attacks. A Chinese foreign ministry spokesman denied hacking charges, claiming China is also the victim of many cyber-attacks.

I, and almost a million other people, can't stop watching this clip of Fangupo this season at Kealakehe (Kailua-Kona, Hawaii) High School. We're transfixed by a man that big with 4.9 speed, the equivalent of a four-wheel drive vending machine on roller skates.

We're glued to how he churns ahead with four or five tacklers clinging to him, like remora on a whale. We're astonished by his twinkle toes, like watching a hippo dance an arabesque.

It's a giggle, really, to see a man that big running that fast over that many human beings. You watch the video. Fangupo is pulling away from people who could fit in one of his pant legs.

"When I first started, I didn't want to hurt anybody," says Fangupo, who just turned 18 and didn't play at fullback until his senior season. "But then I just decided it was me or them."

Most of the time, it was them.

In a playoff game this season, one poor safety found himself face-to-face with the full Fangupo and wound up flatter than a pupu platter.

"Afterward, he came up to me and said, 'Dude, why you got to make me look bad in front of my family?'" Fangupo remembers. "But I told him, 'You shouldn't feel bad, brah.'"

Oilers use team-record 56 shots to beat Avs 6-4

EDMONTON, Alberta (AP) ? It went from being another game filled with breakdowns to what could end up being a breakout game for the Edmonton Oilers.

Magnus Paajarvi scored the go-ahead goal in the closing minutes as the Oilers used a team-record 56 shots to rally from a three-goal deficit and beat the Colorado Avalanche 6-4 on Saturday night.

The Oilers originally planned to have Paajarvi a healthy scratch, but made him active at the last minute when Lennart Petrell took a puck to the helmet during the pre-game warmups.

"He was probably eating hot dogs already when we pulled him in," Oilers head coach Ralph Krueger joked of Paajarvi. "He didn't even get a warmup and he scores the winner.

"It was a big game for us to explode like this and get these points in regulation time."

Jordan Eberle and Ales Hemsky each had two goals, and Ryan Nugent-Hopkins also scored for the Oilers, who trailed 3-0 and 4-1 before storming back. The Oilers completed their comeback with 1:34 remaining in the third period as Ryan Smyth chipped a pass to a hard-charging Paajarvi, who had a wide-open net to put the puck into.

"I got to the rink at 7:30 (for the 8 p.m. game) and was getting ready for a workout," Paajarvi laughed. "I got the call that I would be playing at 7:55 p.m."

Edmonton had 23 shots in the opening period, 15 in the second and 18 in the third when they scored three times. The Oilers topped the previous team record of 55 shots against the Minnesota North Stars in 1986.

"It just goes to show what shooting the puck does," Nugent-Hopkins said. "It's pretty cool to be a part of a record, especially being able to set one with this organization, which has some pretty tough records to beat."

Cody McLeod, Matt Duchene, Jamie McGinn and John Mitchell had goals for the Avalanche, who have lost four of their last five.

"We got what we deserved tonight," Colorado head coach Joe Sacco said. "We gave up close to 60 shots tonight, which is something we are obviously not proud of as a group. We need to make sure we respond the right way from this. Losing is losing and you are going to lose some games, but not the way that we lost tonight. It was unacceptable."

Eberle capped off the game with an empty-net goal, giving the Oilers their second win in three games.

Colorado scored just 1:22 into the game as the Oilers did a poor job clearing traffic in front of Devan Dubnyk, allowing McLeod to scoop up a loose puck inches in front of the Edmonton goalie and hook it into the net.

Edmonton's best opportunity to that point came with five minutes to play in the first period after a flurry of activity in the Colorado zone when Eberle slid a puck through the crease behind Avalanche goalie Semyon Varlamov.

Edmonton looked very much as if it was taking over the game, and then the Avs turned the momentum around in a big way with two goals in 25 seconds. Colorado made it 2-0 on a poor goal allowed by Dubnyk as Duchene lost control of the puck while trying to do a deke on the way to the net, only to see it slide between the goalie's legs and in with 1:14 left in the first.

With 49 seconds left, the Avalanche made it 3-0 as Duchene got it across to a wide-open McGinn on a 2-on-1.

Edmonton got one of those goals back with just 3.1 seconds left as Hemsky picked up a bouncing puck at the side of the net to score his sixth of the season on a power play.

The Oilers outshot Colorado 23-12 in the first period and Nikolai Khabibulin came in to start the second in the Edmonton net. Colorado made it 4-1 six minutes into the second on a power play as a deflection on shot by Mitchell had Khabibulin going the other way.

Edmonton got back into the game in a hurry with two goals in just under a minute to make it 4-3.

With four minutes left in the period, Taylor Hall was able to feed it to Nugent-Hopkins in the slot and he scored his first goal of the season to break a 24-game drought dating to last season.

Just 59 seconds later, Hemsky scored his second of the game with a highlight-reel move to fake defensemen Shane O'Brien and then another to do the same to Varlamov.

Edmonton tied it 4-4 nine minutes into the third period as Eberle was able to pick up a rebound and jam home the puck from behind the goal-line on a power play. Edmonton came in having scored only 10 goals in its previous six games.

"If anything, it gives our team a little confidence with our goal scoring," Eberle said. "We haven't been able to put the puck in the net and, especially my line, it felt like we cracked the door open in this game. It was a crazy game."

Notes: It was the third of five meetings between the teams this season. They split the first two, with each team winning on home ice. The teams split their six season meetings last season. ... Smyth and Ryan Whitney both returned to the Oilers lineup after being benched in the previous game against Dallas. ... Defensemen Justin Schultz and Jeff Petry were both able to play for Edmonton despite suffering minor injuries at practice earlier in the week. ... Among the missing players from the Avalanche lineup are defenseman Erik Johnson (head) and forward Gabriel Landeskog (concussion). ... Last year's leading scorer Ryan O'Reilly continues to hold out due to a contract dispute. ... Oilers forward Teemu Hartikainen left the game in the second period with a shoulder injury.

Congress slams NKorea test, seeks more sanctions

(AP) ? Congress is weighing in on international condemnation of North Korea's nuclear test, and Republicans are calling on the Obama administration to revamp its policy and take a tougher stance against Pyongyang.

The House of Representatives passed a bipartisan resolution Friday by a 412-to-2 vote, calling for the U.S. to work with other countries to impose additional sanctions on North Korea. It also urged China to pressure the North to curtail its nuclear and missile programs and prevent the transshipment of technology that could be used for those programs through Chinese territory.

Washington is currently negotiating in the U.N. Security Council for stronger sanctions against Pyongyang after the council quickly condemned Tuesday's underground atomic blast, the third conducted by the North since 2006. The North said it was responding to what it called a U.S. threat and has warned of further, unspecified measures of "greater intensity" if Washington remains hostile ? possibly signaling further tests if sanctions are tightened further.

State Department spokeswoman Victoria Nuland said Friday that more provocation, like another nuclear test, would only further isolate the North.

"In the face of this aggression, Congress and the American people, Democrats and Republicans alike, will remain vigilant in punishing the North Korean regime and strengthening cooperation with our allies South Korea and Japan," said Rep. Eliot Engel of New York, the ranking Democrat on the House panel that oversees foreign policy.

Republicans in particular are calling for stiffer action to rein in Pyongyang, which has made major advances but still appears a ways from its goal of having a nuclear weapon that threatens the U.S.

International sanctions bar North Korea from the arms trade and blacklist specific companies, but lawmakers complain the restrictions have done little to impede the North's weapons development. Pressure could grow for the U.S. to adopt new unilateral sanctions to punish foreign banks that handle North Korean funds.

Rep. Ed Royce, R-Calif., who chairs the House panel, said he plans to introduce legislation that would target the North's ability to access hard currency.

Rep. Steve Chabot, R-Ohio, chairman of a House subcommittee on the Asia-Pacific, took aim Friday at Obama's policies of "ineffective sanctions and empty threats."

"Pyongyang is now essentially a nuclear power ? a state that we have been trying to prevent," Chabot said in an address to the Institute of Korean-American Studies. He said the administration needs to stop offering "carrot-and-stick deals" to North Korea but did not elaborate on alternative policies.

Separately, the Senate Foreign Relations Committee approved legislation Thursday supporting stiffer international sanctions against North Korea and counterproliferation measures.

The bill, which has yet to be taken up by the full Senate, calls on the administration to submit to Congress by May 15 a review of U.S. policy toward North Korea.

Mysterious tycoon's mega-yacht makes waves in NYC

On Wednesday, a private yacht sailed slowly and quietly up the Hudson River and docked near midtown Manhattan.

This wasn't just any yacht, however. It was Eclipse -- the largest private yacht in the world. And its presence is sure to touch off a frenzy of speculation about its owners and future.

Seeing Eclipse docked off the midtown piers is the boating world equivalent of seeing a blue whale swim up the Hudson in the dead of winter. It just doesn't happen -- or hasn't happened. Eclipse's owner, the Russian billionaire Roman Abramovich, is famously private and averse to publicity. Eclipse is almost always kept in the rarified preserves of Monaco, Cannes, Portfino or St. Bart's, visible to other billionaires but rarely the hoi polloi.

By docking the boat in Manhattan, under the gaze of millions and a horde of media companies, Abramovich is, to say the least, inviting attention.

A spokesman for Mr. Abramovich declined to comment on the boat or its owner's reasons for being in Manhattan. But several dock workers and officials who have been briefed on the boat say it is scheduled to be in town until mid-April.

Some speculate that Abramovich may be using the boat as a temporary residence, since it is more secure and can better accommodate his large security force than a New York coop or hotel. Abramovich's partner, Dasha Zhukova, has announced that she is pregnant, and due in the spring.

Eclipse has a crew of more than 60 people and a battalion of security cameras and sensors. It has two helicopter pads, two pools and a submarine.

At 533-feet, it remains the largest yacht in the world. But it may hold the title only for a few more months. A new yacht, called Azzam, is being built for a MIddle East billionaire that could be 590 feet.

Jury finds ex-SPSL volleyball coach guilty of sex crime in Kent

A jury found a former Mount Rainier High School volleyball coach guilty of third-degree attempted rape of a child and communication with a minor for immoral purposes in connection with a girl the man met at Lake Meridian Park in Kent.

The King County Superior Court jury reached its verdict Wednesday against Daniel Gregory Lum-Lung, 35, of Renton, according to the King County Prosecuting Attorney's Office. No sentencing date has been set. He pleaded not guilty to the charge in November 2011.

Lum-Lung is the second former South Puget Sound League coach facing a jail sentence because of a sex crime. Ernie Ammons, a former Kent-Meridian High School teacher and track coach, pleaded guilty earlier this month to communication with a minor for immoral purposes. He is scheduled to be sentenced Feb. 22.

Kent Police arrested Lum-Lung on Nov. 15, 2011 for investigation of communicating with a minor for immoral purposes, according to charging papers. He posted bail and was released two days later from the county jail. Bail was set at $50,000.

Until his arrest, Lum-Lung taught physical education at Cascade Middle School and coached girls volleyball at Mount Rainier, both in the Highline School District.

Lum-Lung met the 15-year-old girl on a telephone chat line. They agreed to meet at about Oct. 22, 2011 at Lake Meridian Park, according to charging papers.

While at the park, Lum-Lung allegedly made several verbal requests of the girl to do certain sexual acts. The girl told him no.

The girl also told police that Lum-Lung asked her to meet him inside the park restroom. She left the park after he entered the restroom. A couple of days later, the girl received an email reportedly from Lum-Lung that referred to "with you in the rain at Lake Meridian." The email sender also asked if she wanted to see him again. They never met again.

The girl and her mother reported the incident to the girl's Kent school and police were contacted.

Detectives obtained a search warrant and served it on Yahoo to access the Internet account connected with the emails sent to the girl. Detectives served the warrant on Oct. 27, 2011 and received Yahoo's response two weeks later. The account showed a name of Black Stevebn. A search of the contact list showed a list of Mount Rainier volleyball players that eventually led detectives to Lum-Lung.

Detectives obtained a state Department of Licensing photograph of Lum-Lung and created a six-photograph lineup including his photo to show to the girl. She positively identified the photo of Lum-Lung as the man who met her at the park.

During an interview with detectives, Lum-Lung admitted he contacted the girl through a telephone chat line and that he met her at Lake Meridian Park. He said their conversation had sexual connotations but he said the girl brought up the subject talking about having a 40-year-old boyfriend. Lum-Lung confessed he did ask twice for a sexual act, but did not remember what words he used.

Lum-Lung said he had engaged in answering personal ads on Craigslist, which he kept secret from his wife, and received pornographic photos of adult women via the Internet and his Yahoo account. He denied having any other communications or contact with any minors other than the girl.

Lum-Lung had no prior criminal history.

MOSCOW (Reuters) - Finance ministers and central bankers from the Group of 20 nations are meeting in Moscow under Russia's presidency. Following are key quotes from the meeting on Saturday.

IMF MANAGING DIRECTOR CHRISTINE LAGARDE

"As emphasized by the G-20, global growth is still weak, with unemployment remaining unacceptably high in many countries. The weak global performance derives from policy uncertainty, private deleveraging, continued fiscal drag, as well as insufficient progress on rebalancing global demand.

"Implementation of the financial reform agenda to build a more resilient financial system remains a priority. Credible medium-term fiscal plans also need to be in place to provide flexibility while growth is more fully restored.

"I welcome G-20 resolve to achieve a lasting reduction in global imbalances through joint actions to avoid persistent exchange rate misalignments, and the group's commitment to refrain from competitive devaluation, to resist protectionism in all forms, and to keep markets open. It was heartening to see the G-20 reaffirmed its commitment to move more rapidly toward more market-determined exchange rate systems and exchange rate flexibility to reflect underlying fundamentals.

Project Holodeck gets a virtual handson ahead of launch video

The team behind Project Holodeck has a daunting task ahead: it has to combine a virtual reality headset, two PlayStation Move controllers and a Razer Hydra into a unified VR input system that somehow feels natural. From what we've seen in Road To VR's hands-on with the system, the group might just pull that off. There's no mistaking the sheer amount of equipment strapped to your head -- not to mention the Lenovo laptop on your back -- but the effort does create an immersive virtualization of the player's body where walking, arm movements and body lean all work more or less as you'd expect. Although significant stretches of development lie ahead, including fully fleshed-out games and the eventual use of an Oculus Rift, there's already teases of potential commercialization and a second generation that would include lighter, sleeker components. Those curious enough to watch two grown men stage a living room swordfight (and provide insightful answers afterwards) can watch the battle after the break, and head to the source for more details.
