Health Care System on Track to Meet Deadlines

The system that will allow consumers to get information about insurance options -- and to buy a plan -- is on track for the Oct. 1 enrollment date, according to the Centers for Medicare & Medicaid Services (CMS). That includes the Navigator program and insurance rate information.

Aug. 9, 2013 -- The system that will allow consumers to get information about health insurance options -- and to buy a plan -- is on track for the Oct. 1 enrollment date, according to the Centers for Medicare & Medicaid Services (CMS). That includes the Navigator program and insurance rate information.

Marilyn Tavenner, the CMS administrator, told congressional Republicans under questioning early this month that the Affordable Care Act will be ready for implementation by Oct. 1.

According to CMS:

  • By the end of August, testing of the Data Services Hub will be complete. The hub is where applicant information and eligibility -- such as citizenship, income, and immigration status -- are verified. The hub will be used by governmental agencies, not the public.
  • By mid-August, CMS will announce the organizations that will run the Navigator programs for states that have federally run health insurance Marketplaces and states that will run their Marketplaces in partnership with the federal government. The grantees may be self-employed individuals and private and public entities.
  • By Oct. 1, insurance rate information will be available to the public.

In June, CMS relaunched www.healthcare.gov, the web site for consumers in states with both federally run and state-federal Marketplaces to access information, create accounts, shop for qualified health plans, and submit applications for health insurance. The site is expected to be fully functional by Oct. 1.

The U.S. flag is a common symbol of the Fourth of July and it can be used to help decorate your event. You can place a big flag in the area or on the property where the actual wedding will be held and get your red, blue and white themed even started right. Another good thing about this type of year is that with the popularity of the holiday there is an endless amount of accessories that you can purchase and you should have no problem sticking with your theme.

Kerry visit casts Pakistan more as partner than pariah (+video)

The tumultuous relationship between the US and Pakistan is moving in a more positive direction after worsening for years.

On an unannounced visit to Islamabad late Wednesday, United States Secretary of State John Kerry has moved one step closer to rekindling talks of a strategic partnership with Pakistan. The visit is the first by a high-ranking US official since the election of Pakistani Prime Minister Nawaz Sharif in May.

The negotiations come after years of strained relations between the two countries over the 2011 raid which killed Osama bin Laden, the US?s use of drone strikes, and Pakistani support for Taliban forces fighting in Afghanistan.

But there are hopes for a stronger US-Pakistan relationship under the guidance of Mr. Kerry, who has strong ties to Pakistan, and Mr. Sharif, who many believe can solve some of Pakistan?s political and economic troubles.

The announcement that talks would resume was made after Kerry met with Sharif and other high-level Pakistani officials over issues ranging from Pakistan?s economic and energy woes to the security situation in Afghanistan as US-led NATO forces prepare to withdraw in 2014, reports the BBC. Kerry said the talks were ?constructive,? leading analysts to see this as a turning point for tenuous bilateral relations.

The relationship between the two countries hit a low point in 2011, when US Navy SEALs?killed Osama bin Laden after raiding his secret hideout, reports the Washington Post. Talks shortly afterwards between then-Secretary of State Hillary Clinton and Pakistani officials produced little and were ultimately suspended.

Anti-US sentiment in Pakistan has also been stoked by US drone strikes on Pakistani territory, which killed an estimated 2,800 people in Pakistan between 2002 and 2013, including 366 civilians. In 2011, a US military strike killed 24 Pakistani soldiers, leading Islamabad to close down vital supply routes into Afghanistan. The supply routes have since reopened, and drone strikes have decreased ??though they are still a point of contention.

And Pakistan?s tacit support for Islamist insurgent groups, such as the Afghan Taliban and the Haqqani network, operating in Afghanistan has irked many in the US.

However, both the US and Pakistan see normalizing relations as within their best interests right now, reports Reuters.

Both sides are now keen to overcome the grievances and start afresh, a shift in priorities they hope is possible with a new government in Pakistan and a new secretary of State in the United States.

With Pakistan's economy badly in need of support and the United States keen on smoothly withdrawing most of its troops from neighboring Afghanistan next year, both sides will see positives in repairing the relationship.

The security situation is of vital concern to both sides, particularly as US military forces are preparing to wind down operations in Afghanistan next year. According to Voice of America, Pakistan has promised to act as a mediator between the Afghan government and the Taliban and to help facilitate peace in the conflict-ridden country. Meanwhile, Kerry has stated his confidence that an agreement will be reached that will see the extension of US troop presence in Afghanistan, reports the BBC.

Both Kerry and Sharif are well positioned to improve relations between their countries. Kerry has a long history with Pakistan, and officials there know and trust him. Kerry was instrumental in passing the Kerry-Lugar-Berman aid package in 2009, which pledged $1.5 billion a year to Pakistan through 2013. According to The Christian Science Monitor, prior to his appointment as secretary of State, Pakistani officials were optimistic about the prospect of Kerry replacing Ms. Clinton.

And Sharif?s return to government after two stints as prime minister in the 1990s has many hoping that Pakistan is on the road to recovery.This year's election was Pakistan?s first to see a civilian government hand power to another civilian government, marking a democratic milestone for the country.

And he has already made attempts to improve the country?s economy by accepting a $5.3 billion aid package from the IMF, despite some domestic opposition to it and Sharif?s ideological opposition to external interference, writes the New York Times. The move both encourages American investment and demonstrates that Sharif can negotiate pragmatism and ideology.

And more importantly, Sharif has shown increased commitment to cooperate with the US on cracking down on militants, reports Reuters.

Pakistan itself has seen a spate of attacks against its military and civilians by the Pakistani wing of the Taliban since Sharif was sworn in on the back of promises to talk to the insurgents rather than fight them.

Speaking alongside Kerry, Sartaj Aziz, Sharif's adviser on foreign affairs, appeared to harden that position, saying his government might resort to the use of military force after all against the Taliban.

WhatsApp updated with new voice messages

Messaging service WhatsApp has updated its mobile apps with support for one-press voice messaging. The new feature, activated by holding down the microphone icon, allows short message clips to be recorded and exchanged as part of a conversation through the instant messaging service.

Effectively a touchscreen-based push-to-talk feature, the new voice messaging button in WhatsApp records when it's pressed down, and to dismiss your own message you simply swipe it away. It's also possible to listen to voice messages privately by holding the handset up to your head — WhatsApp detects the change and switches speakers accordingly.

The new feature is rolling out on Android, as well as iOS, Windows Phone, BlackBerry and even Symbian devices.

Why US senators want tougher sanctions on Iran's new president

In the US, 76 senators are demanding tougher economic sanctions to force Iran to scale back its nuclear program. President Obama wants to give Iran's President Hasan Rouhani time to act before any new sanctions.

In a letter to President Barack Obama, 76 senators are demanding tougher punishment on Iran's economy until the Islamic republic scales back its nuclear program. It also urges Obama to consider military options while keeping the door open to diplomacy.

The Senate letter, a copy of which was obtained Saturday by The Associated Press, comes just days after the House overwhelmingly passed new restrictions on Iran's oil sector and its mining and construction industries. Senators are expected to take up the same package in September.

"Until we see a significant slowdown of Iran's nuclear activities, we believe our nation must toughen sanctions and reinforce the credibility of our option to use military force at the same time as we fully explore a diplomatic solution to our dispute with Iran," says the letter, which will be delivered Monday.

The Obama administration is concerned Congress' effort could undercut Iran's relatively moderate President-elect Hasan Rouhani, who was formally endorsed by Iran's ayatollah on Saturday and takes the oath of office Sunday. Rouhani has pledged to follow a "path of moderation" and promised greater openness over Iran's nuclear program.

Obama wants to give Rouhani a chance to prove his seriousness.

The U.S. believes Iran has been working for years to develop nuclear weapons. Iran insists its program is for peaceful energy and research purposes.

Rouhani's victory signaled Iran's clear dissatisfaction, the senators said. But they noted that all final decisions on nuclear matters rest with Supreme Leader Ayatollah Ali Khamenei and said Iran must not be allowed to use any new nuclear negotiations with world powers to stall for time.

"Iran today continues its large-scale installation of advanced centrifuges," their letter said. "This will soon put it in the position to be able to rapidly produce weapons-grade uranium, bringing Tehran to the brink of a nuclear weapons capability."

"We need to understand quickly whether Tehran is at last ready to negotiate seriously," it added. "Iran needs to understand that the time for diplomacy is nearing its end."

Obama prefers diplomacy. He has given Iran until sometime next spring to prove to the world that its program is peaceful.

If Iran fails to do so, the stage may be set for military intervention from the U.S. or Israel, which sees Iranian nuclear weapons capacity as an existential threat and has warned of taking action according to its own timeline.

A horrifying yet mesmerizing work, "The Act of Killing" instructively meanders at times as in a Werner Herzog film.

Better characters could hardly have been invented.

What Oppenheimer is after is a parallel story, a glimpse into the minds of men who can recount mass killings and think "Those were the days."

"The Act of Killing" works on so many levels -- psychodrama, horror movie, Orwellian nightmare, Poe story -- that sifting through your reactions could take days.

I can't be more direct. "The Act of Killing" is one of the most extraordinary films you'll ever encounter, not to mention one of the craziest filmmaking concepts anywhere, and that includes the whole Bollywood thing.

Watching these crazy loons make a movie about their crimes against humanity may not be the most pleasant way to spend an evening. But you can't deny that it's utterly fascinating.

Directors Joshua Oppenheimer and Christine Cynn have created something extraordinary in The Act of Killing, the much-talked-about documentary about torture and murder during the Indonesian dictatorship of the '60s and '70s.

This riveting documentary about political mass murder in Indonesia incorporates the killers' own movie fantasies about their massacres and deepens our understanding of the fascist brain.

It's a tough watch, but it's not like anything you've ever seen.

Anwar Congo may be the scariest person you'll see on screen this year.

If director Joshua Oppenheimer occasionally loses his way in his own narrative, where this picture demands attention is in its chilling portrait of indoctrination and evil.

It's a gut-wrenching and emotionally exhausting look at impunity that resonates far beyond its obscure central conflict.

A cynically exploitative film made in the name of human rights, which it has about as much to do with as the Punked show on MTV.

Presenting a terrifying view of a hidden holocaust and a moral apocalypse in which the most basic humanities have become twisted beyond recognition, The Act of Killing is a towering achievement in filmmaking, documentary or otherwise.

Gas prices down 3 cents in W.Va.

CHARLESTON, W.Va. (AP) -- West Virginia motorists are seeing lower prices at the gas pump.

The Triple A's weekly fuel gauge reports a 3-cent decrease in the price per gallon of gas since last week. The statewide average is about $3.65 a gallon.

That's higher than the national average of nearly $3.62.

The auto club says the statewide average is about 13 cents more than the same week a year ago.

In West Virginia, pump prices range from a low of about $3.51 in Parkersburg to a high of more than $3.89 in Martinsburg.

Immigration Bill Would Boost Economy: Report - HispanicBusiness ...

Passage of the bipartisan Senate immigration overhaul bill would immediately improve U.S. agricultural production, creating positive economic effects that would spread across the broader economy, the Obama administration reported in a study released Wednesday.

The bill includes a "blue card" program that would grant work visas to about 1.5 million unauthorized agricultural workers and provides them and their dependents a five-year fast track to legal residency. In addition, it creates a temporary-worker program that would allow 112,000 foreigners to work on U.S. farms each year.

The report says the influx of temporary workers would increase production in the fruit and vegetable sectors 2.4 percent and create 9,426 jobs in California by 2020.

Agriculture Secretary Tom Vilsack said the report presents "a compelling case for retaining and expanding the immigrant agricultural workforce."

In an interview with The Star, Vilsack said the growth in agricultural production would expand job opportunities for U.S. citizens and authorized workers.

"Agriculture is generally responsible for supporting 1 out of every 12 jobs," Vilsack said. "Products have to be processed, packaged, moved and sold. All of those steps create opportunities for job growth."

A broad coalition of agricultural groups and farmworker advocates has coalesced in support of the bill. Support is particularly strong in the California agricultural industry, in which an estimated 73 percent of the workforce is unauthorized workers and severe labor shortages are being felt statewide.

As the pace of illegal immigration has slowed dramatically in recent years, Ventura County growers report the most severe labor shortages they've experienced in decades. The situation has placed growers in a double-edged economic bind: They are losing production because they have few workers and also must pay higher wages to attract workers from an insufficient labor pool.

"Farmers and producers in California have a decision to make: What will the market bear, and how many workers do I need to produce what the market will bear?" Vilsack said. "They are making decisions not to produce as much as they could, which is not maximizing productivity.

"The Western Growers Association believes that thousands of acres of production have moved to other countries."

The temporary-worker provisions in the Senate bill have long been sought by the agricultural industry. The bill would phase out the existing H-2A temporary visas for agricultural workers and replace them with two new visas: one for foreign workers with employment contracts and another for foreign workers with an offer for employment.

For the first five years, those visas would be capped at 112,333. In later years, the secretary of agriculture would adjust the cap annually based on labor needs.

Vilsack said those who get temporary visas will be ineligible for a pathway to legal status and will have to return to their home countries.

He said the legalization of existing unauthorized farmworkers combined with the temporary visas would virtually eliminate the industry's reliance on unauthorized workers. Going forward, agricultural employers would be subject to a mandate to use the national E-Verify system to confirm the legal status of new workers, he said.

The report finds the agricultural industry's labor challenges are not confined to border states such as California, Arizona and Texas, which have historically relied heavily upon immigrant labor. It says noncitizens make up more than one-quarter of the agricultural labor force in 21 states. The list includes states that are as demographically and geographically diverse as Colorado, Michigan, North Carolina and Oregon.

Vilsack said immigrant workers, who have historically been associated with the harvesting of fruits and vegetables, have now also become essential in such sectors as dairy and livestock production.

"The reality is that every state is losing out on economic opportunity," he said. "Virtually every state produces something that requires labor to produce it."

The release of the report and Vilsack's extensive round of media interviews to highlight its findings came as the White House stepped up its efforts to pressure the House of Representatives to pass the immigration bill passed by the Senate or something similar to the legislation.

Ute football player dies in fatal rollover crash in New Mexico

At 6 feet 6 inches with nimble feet and quick hands, Gaius Vaenuku was a player college football coaches from around the country coveted. But it?s not Vaenuku?s striking athleticism that he?ll be remembered for.

"He was like the happiest kid you could possibly come across," said Viliata Tua?one, a high school coach in DeLand, Fla., and a family friend who was one of many distraught Tuesday after hearing news of Vaenuku?s death in a Monday night car accident. "If you were to talk to him without knowing, you wouldn?t even think he played football. He was so nice."

The incoming U. freshman defensive lineman was among three killed in a triple fatal rollover in New Mexico while heading from Salt Lake City to his home in Euless, Texas, for a quick visit before the open of Utah?s fall football camp. Incoming U. offensive lineman Salesi Uhatafe survived the crash with minor injuries, as did his father, Salesi Sr. But Uhatafe?s brother, Lolo Uhatafe, 13, and stepbrother, Texas A&M redshirt freshman Polo Manukainiu, 19, also were killed.

Incoming Utah freshman tight end Filipo Mokofisi met Vaenuku during his official recruiting visit to the U. in January, and in the short time since, they had forged a tight bond. Mokofisi said Vaenuku had a quick wit and an outgoing nature. "Every time you?re with him, you would get a laugh out of him."

"He took me in," Mokofisi said. "He had a personality where you just met him and you feel like you knew him your whole life."

New Mexico state police say Salesi Uhatafe was driving when the group?s 2002 Toyota Sequoia drifted off the road, overcorrected and rolled several times on U.S. 550 north of Cuba, N.M. Two people were ejected from the vehicle, and all three were dead when officers arrived at the scene.

Salesi Uhatafe and Salesi Sr. were transported to a hospital with minor injuries. Alcohol wasn?t involved, but Salesi Uhatafe was the only one wearing a seat belt.

"Everyone who knew Gaius is heartbroken today," Utah football coach Kyle Whittingham said in a news release. "He was the kind of young man who lit up a room and his future in football and life had no boundaries."

Vaenuku, Manukainiu and Uhatafe all attended Trinity High School in Euless. Vaenuku, whose U. athletics profile says he planned to study acting, leaves behind three brothers and three sisters.

Tua?one worked with Vaenuku at the 2012 All-Poly Camp in Bountiful, and said Vaenuku excelled in all aspects of not just football, but life.

"He?s the kind of kid you want on your team, not just because he?s big, but you want him because he helps teach the younger players what he learned," Tua?one said.

Trinity Principal Mike Harris told The Associated Press the deaths have profoundly affected Euless, where there is a tight-knit Polynesian community.

"They were students with bright smiles that everybody knew and everybody loved," the principal said.

In the U. release, Whittingham said "This is a sad day not only for University of Utah football, but for everyone whose lives Gaius crossed or would have crossed but for this tragedy. Our hearts go out to Gaius? and Salesi?s families, and to the Texas A&M coaches and players."

Early Monday, Manukainiu tweeted "22 hour drive back to Texas on no sleep. Oh my."
